A wealthy former business executive, Phillips threw his hat into the ring at the end of 2023 and is considered a long shot to knock off President Biden. A House member since January 2019, Phillips says he’s running because he believes Biden, 80, should “pass the torch” to a new generation of Democrats. Representing the western suburbs of Minnesota’s Twin Cities, he has long supported Biden, and it’s unclear how he’ll differentiate himself. He may have trouble getting on the ballot in some states, but he kicked off his campaign in New Hampshire where Biden won’t officially be on the ballot because the state violated party rules. He is worth $20.5 million to $70 million, according to disclosure reports, and planned to loan his campaign $2 million.
